The Michigan Child Welfare department needed a new way to show children's time in the welfare system. Once a child enters the system, he or she is always considered to be in the system, but may only have one 'spell,' or time spent outside of their home. Within a spell, a child may experience many events: foster homes, staying with relatives, living in congregate care, or going AWOL. With no system of visualizing children's experiences, it is difficult for the welfare department to present reforms. By providing them with a simple, straightforward timeline, I have designed a tool that is easy to implement, and easy to understand as an outsider.
